Panama Requires Criminal History Background Report

Every applicant for a Panama Immigration Visa, temporary or permanent residency, must submit a criminal history background report from his or her country’s “national”, “central”, or “federal” crime investigation agency.

If the foreigner has been living in another country for the past 5 years, then the criminal history background report must be issued by that country.

This report must be either authenticated by a Panama consulate in that country or by Apostille. 
An Apostille is an internationally recognized method for a government agency to authenticate a copy of its public records, issued documents, or specific reports. The applicant requests an Apostille when applying for a criminal history background report.

The FBI has a fingerprint card which can be downloaded and taken to a local police station anywhere in the world to apply your fingerprints, scan, and submit with the background check request at: http://www.fbi.gov/about-us/cjis/background-checks/standard-fingerprint-form-fd-258
Canadians must use the Royal Canadian Mounties. The RCMP has a web page explaining how a Canadian can obtain a criminal background report at: http://www.rcmp-grc.gc.ca/cr-cj/fing-empr2-eng.htm

English citizens must use The Association of Chief Police Officers as MI5 does not issue such reports. Their website explains how to order a criminal history background report at: http://www.acro.police.uk/police_certificates.aspx
